Message Mine tested at:
2 HC at idle and at 2500 rpms, limit 220
0.0% CO at idle and .01% at 2500 rpms, limit 1.2%
I did the vac hose trick to see how low it would go. That might do it for you if you remove the EGR.

HC max avg meas
15 mph 108 31 22
25 mph 83 20 20

CO max avg meas
15 mph .71 .10 .01
25 mph .58 .09 .00

NOx max avg meas
15 mph 767 237 649
25 mph 706 199 134

1991 TT, 92,007 miles, Federal car
My car was tagged as a High Emitter Profile (Test Only)...even though it has never failed a smog test.
My mods....JWT ECU w/ boost jets, Stillen intake.

So assuming my egr is functioning properly, (the 15 mph Nox was kinda high) I think it's unlikely it would pass unless "REMOVING" the egr would make it run cleaner.
